Russia’s Ambassador Visits BNN Facilities in Lido to Strengthen Bilateral Anti-Narcotics Cooperation

LIDO, WEST JAVA || Siarankabar.com — Indonesia’s National Narcotics Board (BNN) welcomed a high-level delegation from the Government of the Russian Federation on Friday (14/11) during an official visit to BNN’s integrated training and operational facilities in Lido. The visit marked a significant step forward in strengthening bilateral cooperation in law enforcement capacity-building and narcotics control.


The Russian delegation was led by H.E. Sergei Tolchenov, Ambassador of the Russian Federation to Indonesia, accompanied by Embassy Attaché Anton Tikhomirov, Expert Staff Egor Kim, and Police Attaché Grigory Borisov. A technical team of instructors from Russia’s Ministry of Internal Affairs also joined the visit, headed by Police Colonel Alexey Stukalov, Police Colonel Svetlana Zemtsova, and Police Lieutenant Colonel Maria Oplesnina.



The program began at BNN’s Human Resources Development Center (PPSDM), where the delegation received a detailed briefing on BNN’s integrated training system, capacity-building framework, and strategic initiatives to enhance the professionalism of its personnel in combating narcotics-related crimes.


The visit continued at the K9 Handler Facility, where the Russian delegation observed a live demonstration of BNN’s narcotics detection dogs. The team expressed appreciation for the unit’s operational discipline, handler skills, and the technological support integrated into field operations.


Delegates then proceeded to the BNN Narcotics Laboratory, gaining insight into Indonesia’s scientific and forensic capabilities, including standardized testing procedures, laboratory analysis methods, and the laboratory’s critical role in evidentiary support for narcotics investigations.


The final stop was the BNN Rehabilitation Center, where the delegation observed Indonesia’s comprehensive rehabilitation services — including medical assessment, psychosocial intervention, and social reintegration programs. Russian officials praised BNN’s holistic rehabilitative model as a potential reference for collaborative initiatives targeting drug users and victims of addiction.


According to BNN, the visit aims to deepen bilateral cooperation by exploring potential contributions from the Russian Government in areas such as technical training, transfer of modern investigative methods, technological support, and infrastructure development related to narcotics enforcement. Both countries expressed optimism that the engagement would pave the way for more strategic, sustainable, and impactful collaboration in combating drug trafficking and abuse.
